Several months ago, three for
those counting, we reminded radio and television
stations undergoing the license renewal process to
review the station’s compliance with the radio frequency
radiation limits well before the filing deadline. Many
radio stations can demonstrate compliance for single
towers with no other stations located at the same site
or within 315 meters using the worksheets associated
with the renewal forms. Multi-user sites, antennas
mounted low to the ground, or co-located facilities (AM
and FM, FM and TV), must conduct a mathematical analysis
to determine compliance. In some cases, the number of
users at the site may make it impossible to show
compliance mathematically; therefore, on-site
measurements must be taken. It generally requires some
time to mobilize the personnel and get equipment to the
site for these measurements. In states undergoing
renewal at the same time, these resources may be scarce,
preventing completion of the tests in a short time.
We recommend undertaking the worksheet analysis, or
mathematical analysis four to six weeks before the
renewal deadline. This will allow sufficient time to
schedule measurements with a local provider, if
necessary, in order for them to be completed before the
renewal filing deadline. Waiting until the last minute
to do your Christmas shopping or filing end of the year
tax returns should not keep you from checking the RF
issues early. |
| The FCC fined
a licensee in Tennessee for using unauthorized STL
systems from a new main studio, moving its main FM
transmitter site without authorization, failing to
file a license to cover an outstanding permit for
another of its stations, not having an operating EAS
system for the facility, violating the main studio
location rules for one of the FM stations, and
failing to maintain a complete public inspection
file. For the various issues, the licensee was
fined $25,000. |

Auction 62 Still on Track |

One hundred
and seventy one FM channels will go on the
auction block, beginning January 12, 2006.
Payments for those who have chosen to
participate were to be submitted by December 2nd.
Several of the auction participants initially
indicated they proposed to bid on all channels.
As of this writing, we do not know how many
actually paid the multi-million dollar minimum
amount to allow them to bid for all of the
channels. We should have a preliminary report
of the final bid on each channel by the end of
January 2006. |
